Under the guidelines and leadership of our national president Dr. Mohammad Riyaz, it has been unanimously agreed and voted by the national Board of AICSO to structure the agenda as well as the fundamental rules to be followed by the State Presidents & Representatives of the respective states.

The main Agenda / Guide lines is based on the two fold structure of the national organization AICSO.

As Rajiv Gandhi is a inspiration of the AICSO.

Our Founder Member Rajiv Gandhi and his basic objective is to eradicate the poverty in nation, this was the reason he explored the concept of social development in the nation in parallel to his political position. Although political involvement is unavoidable, we retain our activities in social nature as well as to create political awareness. Hence this is an autonomous organization without the involvement of any national level organizations or it is linked with all India congress committee. We have the agenda from Rajiv Gandhi and Guide lines from Sonia Gandhi.

Identifying the grassroots problems of the society to create a social justice in the country. Our goal is to implement the 21 point program of Rajiv Gandhi, especially the existing schemes / programmes in regarding the Housing schemes, medical facilities, drinking water facilities, educational and training facilities for youth and employment related technical training, women empowerment programmes etc.

Political agenda is based on the awareness and motivation programmes, especially with reference to furnishing and spreading information of how the gigantic investments have been made by the congress Govt. during two decades of Indian economic development and how the technological and IT sector have been promoted, educational facilities have been provided, millions of houseless have been provided houses under the housing schemes, promoted drinking water, primary education, health care guarantee and agriculture subsidies as well as micro financing for women under different self help groups projects. All these activities have been promoted by the central Govt. initially the schemes promoted by our founder Member Rajiv Gandhi. This is quite implicit and evident to compare the development since last decade. Hence it is very important to create political awareness so that we attain the political sustainability.

National Board unanimously agreedto promote the efficiency of AICSO, to administer effectively AICSO, Indianterritory is divided in 5 zones, North, East, South , West and Center. The respective states lying in each zone and national president will appoint a zonal in charge. The duty of the zonal in charge is to coordinate and give AICSO guide lines to respective presidents. All the progress and the assessment reports have to be submitted strictly to the zonal in charge, zonal in charge in turn will forward all the reports to the national president. Zonal in charge will also form a committee to work in coordination, especially to create appropriate project proposals and through this committee project proposals will be submitted to the national president for the approval.

• Formation of the executive bodies state level by the national president, State bodies intern will form the district bodies and bodies at block level.
• Formation and nomination of all the district level bodies have to be completed by the state body in 21 days time from the day of receiving this agenda.

• Executive meetings of the respective states shall be conducted two times in a month: 1st sun day and last sun day of each month and reporting of the meetings Proposals / achievements of AICSO have to be submitted to the regional in charge and further will be forwarded to the national president. General body meeting with members shall be conducted once in 3 months.
• State bodies under no conditions have any right to form their own agenda or rules. All of the State board members have to follow strictly the national agenda. Opinions of this kind are welcomed on the condition that only for the betterment of the organisation. It has to first send the information to zonal in charge and to national president for the proposals of the issues.
• Books of records have to be maintained strictly in the guide lines with AICSO. Receipt books have to be maintained so that all the donations / membership fee are to be recorded with counter receipts books.Statement of accounts has to be maintained and it should be furnished to Zonal in charge once in a month. No donations are raised or received without the entry of the receipt book or for the personal benefit.
• All the visiting cards, letter heads, brochures, bill books and the relevant stationery will be printed in AICSO headquarters in Delhi according to the requirements and it shall be printed strictly for organizational work, exceptionally with the permission from the Zonal in charge and approved by national president some printing work may be permitted for special reasons and situations.
• Memberships of the respective states should be increased and an intensive work has to be undertaken to increase the membership. At least 15000 members per month have to be organized in each of the states. It is very important to organize extensively the membership and it will also give a work efficiency of the state administration. It is the duty of the state president to make enough members actively, if any one unable to furnish the minimum results, he will be revised from the state body.
• Writing letters to the local authorities to avail projects on AICSO platform, sites, employment etc. should furnish a copy of it to the Zonal in charge. Govt. sites and properties have to be registered in coordination with Zonal in charge and with national president. They should be registered under AICSO only.
• Social / political involvement, Board had decided that those members who are only interested actively to undertake the social activities, they can be as social workers to undertake welfare development projectsand those who are interested in political carrier they can be given the opportunities in that field. Either of the interests will be taken in to the consideration subject to the members who are sincerely dedicated to promote the interests of the AICSO agenda and it depends on how they show the record of their progress and achievements.
• Presidents, executive members, activists who have been having an excellent record of achievements in the AICSO organization will be introduced to Sonia Gandhi and Rahul Gandhi in Delhi. Such people are recommended by the Zonal in charge to the national president to make an official appointment. Personal meetings are not encouraged , it must be informed to the zonal in charge for the consideration and bypassing this will be breaking the rules and subject to termination.
• The state president /working president who has to setup an example to the organization members and our esteemed public with the clear coordination and sincerity, humanity and with the touch of loyalty to its principles.
• Organization has got very ethical way of function with clear principal and a system of operation, which has to be followed very strictly in all corner of its transaction.
• Each and every subordinate executive has to follow footsteps of the respective state superior without any ego or selfishness.
• No one of the state presidents without the notice of the zonal in charge or national president, if any executive committee members raise funds from different sources by telling lies or giving false impressions about their positions in AICSO, either for social development projects or a false political motivation. In such a case board will strongly protest against the person and he will be immediately terminated from his post. In such case a criminal action will be taken, he will be only held responsible for all the consequences of his ill act.
• Disciplinary action: The respective state presidents have to take a clear step to understand each and every subordinates and work in a brotherly wood, either to this, if any down level members found to be guilty in any of their activity can be terminated without any prior notice by obtaining the permission from the Zonal in-charge. Zonal in charge should be intimated reports and commence or any such irregularities or mal practices or anybody found not maintaining the protocol at any level of the members including the respective state president of the organization will be immediately terminated with no toleration or consideration form the Zonal in charge by informing and sending the copy to the national president.
• Any one of State Presidents, Executive body members, members who bypass the rules mentioned above will be terminated from the AICSO.
